Only your time and skill if you use scrap components. Try making a small scale thing first and see how efficient it is at heating just a Mug of water with an average of the Wind you get where you are. I find it takes about a quarter of an hour to do this with a small 20W element (of the sort used in a Car Cigar lighter socket), to boiling point.

It really depends on how you do it.
If you know what you are doing, it is possible to put one up yourself. So the cost to put it up would be your labor costs. In addition, depending on the type of tower and the method you choose to erect it, there may be costs for excavation, blasting, concrete and crane rental.
If you are rather considering the total costs to purchase and install a wind turbine for a pure water heating application, you'll need to supply a lot more specifics including your energy requirements and the wind resource at the location.

The quickest and dirtiest of answers, over the years I've seen that the rule of thumb, "wires to house"of a commercial unit and professional installation, about 10K$ per kilowatt output for turbines under 5kW output.
At the other end of scale, a 60 or 70kW turbine, about 150K$.
Quick and dirty, as I said.
For the purposes stated, you might be better off looking at SDWH systems. Making heat with electricity you made yourself is a really uneconomical idea.

a lot of installed wind mills are less than a 1000 watts. Depending on you available wind you might expect half that amount at 12 or 24 volts dc.
You need to do a site survey and see if there in enough available wind. You will need at least 5 mph to trickle charge any batteries in the system and more like a constant 10 mph to get anything close to 1000 watts.
