Get rid of all current taxes, replace them with the following:
1) Make land owners responsible for infrastructure, where necessary levy assessments to pay for infrastructure.
2) Tax mineral rights at 99.9 % Tax fossil fuels very heavily based on carbon or BTU content. Think $200 barrel oil --at least. Distribute the proceeds as basic income or a citizen's dividend to the citizenry.
Now you've used markets to solve poverty, create a disincentive to spend (esp. on energy-intensive goods and services), and create a demand for alternative energy. With all that money going into investment it should be possible to finance solar furnaces at 1%. How would such low interest rates affect the viablility of projects such as solar furnaces, esp. when fossil fuels are heavily taxed?
