If you have not paid for it then you it's considered theft. Pretty much the same as shoplifting. It's a crime.
Around these parts (Los Angeles, CA) it's not an option because you pay before pumping.

And, anyone considering this means of saving on petrol, should be aware that many stations have cameras pointed right at the number-plates of the cars. So a drive- away theft could be followed up with a not-so-friendly letter in the mail to the registered owner, constraining phrases like, "pay up with stiff penalties," and, "arrest warrant," etc.
