I need to find a way of regulating the voltage to approx 14 volts, for battery charging - and possibly increase the current, ideas welcomed.
What size battery are you charging? If its big enough there would be no need to regulate at all. If not, a switched mode regulator would give you v regulation plus convert the lost V into more i. Or a very simple linear regulator would regulate without any i boost.
You've got a lot of dark blue and green on black, which isnt legible. And if I'd paid 25 for a little stepper motor I don't think I'd be in a hurry to tell everyone!

wouldn't using 8 diodes(or 2 bridge rectifiers) to get full wave rectification, double his current output?
It would be a much smoother DC waveform probably not even needing filtering but the average power availabilty would be the same. Smaller diodes could be used also.

A less obtrusive idea (than large Fans) I have for Wind generators is to utilise the low pressure created over the top of a hollow pipe.
